How to measure tractor rims:
It is difficult with the tire still on.  Referencing the photo, you will see that width is measured inside the bead.  We often use the outside measurement and then subtract an inch to get very close.  Height is also measured at bead contact point but is usually easier since it tends to increment 2 inches at a time.
